#4 moved into #5 place during orthodontics

I lost my #5 tooth due to bad root canal. A bone graft was done and was to have an implant performed. Just 6 months later I began orthodontics to fix my occlusion. I currently have 2 years in on orthodontia. 9 months in on braces my Dr began moving #4 to take #5's place. He did not tell me he was doing this until recently when i began to notice the gaps changing. I was informed that an implant/crown would be better further back in the mouth and this was the smart thing to do. Problem: #4 will not budge the rest of the way. The root remains farther away and the exposed tooth is angled and touching #6. He says these things take time, at a minimum 4 months longer. I am verging on furious. Due to major weight loss attributed partly to not being able to eat comfortably and constant mouth sores, I told him I would not have given him permission to move #4 if he had asked to begin with. He is now offering to conclude his services and let his wife (who is my dentist) build a bridge instead. #4 is chipped and cracked, #3 is a natural tooth. My question is threefold: 1/ Does the Dr have permission to move teeth like this without my knowledge or consent? 2/Is the Doc perhaps trying to cover up a botched aspect by having his wife recommend a bridge? 3/Is it possible that the #4 root wont budge because it cant move through the bone graft? Why else wont it move? Thanks so much.
