Please help!

Hi there, I am 20 years old and have had braces on for the last year and a half. I am at a point I am not so sure about my orthodonist. My case: I had a baby tooth extracted then my adult tooth exposed and bracketed (left canine). My mid-line was slightly pushed to the left because of the small baby tooth leaving extra room, however, my bite was alright and my teeth weren't crowded. My othordonist suggested having both top and bottom braces on to bring down the canine and move my midline to the proper place. But, my canine is apparently fused and won't come down any further. Well, I guess because he was expecting my tooth to come down further, my other teeth are now slanted to the right (like \ but less extreme). My braces were suppose to only be on for 8 months (8 months over due). I am just wondering if this is normal that he wouldn't notice this months ago? He is also now suggesting to screw (by hand) into my jaw to place a screw with a spring like chain to my teeth on the top to move my teeth up to match the canine. So, to fix this \ to -- (sorry if this is difficult to understand). This to me doesn't seem like a good idea nor make very much sense. He also says he can perform this screwing into jaw himself... He is not a dential surgeon. PLEASE help, I am educated to a point but, not nearly enough. I also don't have benefits to get a second opinion right away.
