Are these extractions necessary?

Hello, My daughter will be nine years old next month and she is currently wearing braces. She had a lot of space in the upper front of her teeth, and the braces have nicely closed the gaps so that the canines will have a clear path. Unfortunately, the adult bicuspids look like that are at an angle, trying to perhaps come into the space we just created for the canines. The orthodontist said we need to extract the two baby bicuspids so that the adult bicuspids straighten up to come in and then he will brace them and keep the space open for the canines. I was not keen to get them pulled as my daughter is extremely afraid of extractions and I fear she will be traumatized. The orthodontist agreed that we could wait 2 months to see if she can wiggle them out herself, but if not, we should get them extracted. They were hardly loose at all at first, but now a month has passed and they are a more loose. I personally do not think they will be out by one more month (probably a lot more loose though), but couldn't we just wait until they naturally come out? Would waiting really then require surgery to get impacted canines out? My daughter has already said that she will refuse to get them pulled and not drink the oral sedative that the dentist explained is given for this procedure. Besides this, I really am not sure of the absolute necessity of having these extracted. When we were choosing an orthodontist initially, the orthodontist that we did not end up going with had said that she would never need any teeth pulled. Now we are being told that if she doesn't get these two baby cuspids out, the canines will most likely get impacted and she will need surgery. Is there another option that could be just as suitable without extractions? Couldn't we wait until the cuspids come in at an angle and then brace them to clear the path again, or would it be too late? I would really appreciate a second opinion on this issue. I don't want to put my child through a procedure that she is terrified of, unless it is totally necessary. Thank you so much!
