Can Upper Jaw Surgery Fix an Overjet?

I am 24 years old and had braces when I was 10 years old until I was 12 years old. Since then my teeth have shifted and my lower jaw either did not grow as much as it should have or has moved backward. I have talked to an oral surgeon but am concerned that his suggestion will not work. I have an overjet of approximately 4mm or so and a small open bite (only because my teeth do not fit together when I bring them together). The OS recommended moving my upper teeth a little higher and forward. Would this not leave my lower jaw even further back? I do not see how moving my upper jaw would move my lower jaw at all. Please inform me of how this may work if it can.
