Do I need braces again?

Hi, I am 22 years old. I had braces for a year and a half just on my top row of teeth and got them off a year ago,I have an underbite and recently was interested in getting reconstructive jaw surgery so I called my orthodontist to set up an appointment to get braces on my bottom teeth which are crowded, and they told me I would have to get them on my top teeth again to get the surgery done. I was pretty upset to hear the news because not only would that mean wearing them again but that means the first time I wore them was pretty much a waste of money. They are very straight on the top and I don't mind wearing/paying for bottom braces but can't pay for top again. I was wondering if it's just my orthodontist or if a different orthodontist might work with me and straighten the bottom to fit with the top or an alternative to the surgery ? If you could get back to me it would be greatly appreciated. Thank you.
