Pain caused by upper teeth injuring lower teeth gum line.

When my mouth is closed, the tips of my two front upper teeth extend well below the normal front gum line of my lower front teeth. As a result the gum line of the lower teeth has receded and the root area of the lower front teeth is exposed. Frequently food is forced between the gum and the root of the lower teeth by the upper teeth when I eat. Occasionally this results in injury to the lower gum and it becomes infected and swells. When this happens I can’t engage my upper teeth with my lower teeth without considerable pain. The swelling usually lasts for several days. My solution to this problem would be to reduce the reach of the top two upper teeth by grinding off their tips. My last two dentists refused to consider that a solution to my problem. Why is shortening the upper teeth not an acceptable, inexpensive, and immediate solution to my problem? What would be an acceptable, inexpensive, and immediate solution to my problem?
